The Death Rattle Of The UN Climate Process

Ask not for whom the bell tolls, it tolls for the UN Climate process scam boondoggle which has been in terminal decline since the massive failure of COP15 in Copenhagen, back in 2009.

Since then each successive COP meeting has been a more spectacular car crash than it’s predecessors, the last COP18 saw the end of the Kyoto Protocol and no real successor to the only global treaty on emissions. In a desperate attempt to achieve something the COP18 President, Abdullah bin Hamad Al-Attiyah forced a number of measures through as the meeting was closing, that post COP18 have subsequently caused way more problems than they solved at the time.

Ignoring the observed empirical evidence of the COP18 failure the EU Climate Commissar Connie Hedegaard wrote a long article for the UK Guardian on December 14th 2012 claiming that COP18, was in fact a success, it was just the success was hiding in the deep oceans with the missing warming, or something like that.

Comrade Connie had this to say:

The Doha climate conference was not a spectacular conference deciding on the 2015 global climate deal, which seems to have come as a surprise to some commentators and environmental groups.

But nobody should be surprised. All countries agreed last year in Durban that the climate conferences between then and 2015 would set the stage for the big deal in 2015.

The world’s leading economies have indicated 2015 may be too early for countries to agree on mitigation targets under a UN treaty.

Paris has been earmarked as the venue for a global climate change treaty to be agreed in just over two years time. This agreement would come into force by 2020.

This is assuming that the whole COP process survives COP19 in Warsaw this coming December.

But a recent Major Economies Forum on Energy and Climate (MEF) meeting in Poland involving the USA, EU, China and the UN ended with a Chair’s Summary acknowledging that “some considered it would not be feasible to complete the process by 2015.”

The statement added that certain countries do consider this “feasible and important”, and that there is wider support for commitments to be discussed ahead of the Paris summit.

There is no mention of flows of climate finance, which will disappoint many developing countries, but there is a commitment to explore ways of cutting pollution ahead of 2020, including increasing investment in the energy efficiency of buildings.

The evidence is overwhelming now, COP18 achieved nothing, the much vaunted deal in 2015 is not going to happen, then or at anytime.

The situation now is kind of like that old dating line “Lets take things slowly” which really translates into I am not interested anymore, but I can’t work out how to end this relationship.
